According to the June 2014 version update notes, only the values at 2000 or higher were supposed to be increased, and there was no mention of the 1000 TP value being decreased.

However, after that update, Primal Rend had its damage at 1000 TP lowered, from a multiplier of 3.8125, to the new value of 3.0625.
