Monthly ROE for Mog Garden doesn't properly progress if...

For the monthly ROE objective "Mog Garden" if you are unable to receive the item and choose to dispose of it, the ROE objective doesn't count.

Steps:
If the item you get from checking the flotsam is Rare, and you already have said item in your inventory the game informs you that you are unable to retrieve it. it then asks if you want to wait or dispose of it. If you choose to dispose of it the item is destroyed but the monthly ROE does not progress.
