Cannot heal using JA/spells while on certain jobs

I cannot heal my player using Job Abililties, Magic Spells (e.g. Cure, Drain Samba), or via Trust Magic while playing Dragoon (87) or Thief (91). I've tried using different sub-job combos (/Dancer, /Samurai, /Warrior) and switiching between EXP and Limit modes. I've also swapped gear set too on all combinations:

Platform: FFXI / Playonline (via Steam bootstrap)
ISP: Comcaste/Xfinity

Race: Hume
World: Asura
Main Job: Thief 91, Dragoon 87
Support Job: Samurai 44, Dancer 49, Ninja 49
Area and Coordinates: Mount Zhaylom, Ceizak Battlegrounds
Party or Solo: Party with 1-4 Trusts and/or 1-2 players
Steps:
1. In a EXP or Limit Break party above Level ~85 (did not track when issue started but thereabouts). Occurring on Dragoon 87 and Thief 91 currently
2. Character will not recover HP from Job Abilities or Magic/Spells (incl. Trust)
2.1. Using Dancer abilities like Drain Samba and Curing Waltz do not recover HP on character
2.2. Trust NPC Magic Spells do not trigger when below thresholds (e.g. <75% HP, <50% HP)
3. Reinstalled both FFXI/Playonline and Steam software; created new program files directory and reinstalled both packages
4. Dragoon and Thief jobs still have issue despite changing equipment, gear, EXP/Limit modes. Cannot recover HP unless manually healing/resting or entering Mog House
5. Dancer (lvl. 49) is able to utilize Job Abilities such as Drain Samba (I and II) and Curing Waltz (I and II) to recover HP
6. After Dancer test, Dragoon and Thief (even subbing Dancer) will not recover HP unless using the rest command or entering Mog House (tested in Western Adoulin, Jeuno, and Bastok)

Are you wearing Accursed Belt, as that blocks healing when equipped?
