Cant get Ayame Cipher

Anyone know why I cant get the Chipher for Ayame? I am Rank 6 Sandy and every time I speak with her, she talks about cannons. I have been trying for a couple weeks.

Did you get the card from the trust guy in Port Bastok and then the permit from Naji (need to test Naji's trust outside the city and go back to talk to him again) before talking to Ayame? Other than that there shouldn't be a reason for you to be unable to get her.
