Steps:

Fishing using Lu-Shang Rod and Insect Balls.
Had object pulling on my line.
Succeeded in fishing object up. It ended up in my inventory.
Had RoE quest Reel in Multiple Rusted Objects active.
Had earlier caught a Ruty pick in the same session at the same location. It did properly advance the counter in the quest.
Checked the count in the quest menu. It confirmed that the count did not advance.

This problem repeated again when I "caught" another Rusty Greatsword at 20:30 EST at the same location.
