Can't access second floor mog house

Do you have access to all the mog exits in other nations? Because it is required to gain access to the second floor. Moogle will always tell you about mithra girls when you talk to him if you haven't fulfilled the requisites to gain access to the 2nd floor.

And if you have this issue with one of your mules (and they have all the mog exit access requirements) you may need to zone out of the city and back in to gain access.
