Not able to fully access fishing with a character more than two weeks old

Hi there, I am guessing this bug is due to the servers being offline - but I've had my character for almost a month (actually I think just over a month now) and I still am not able to do more than 10 casts when fishing (on my bst 57)

I am highly concerned about this because I have been really looking forward to gardening - and if I have to wait EVEN MORE than 90 days to garden because of the server downtime, I will be really upset. Please fix this bug so I can fish and (eventually) garden when I was expecting to be able to do so.

To be honest you need to revisit these limits anyway, since I am paying for the game, I should be able to access any content that is available for my level. Otherwise SE should reduce the fees I pay until I can access said content.
