Cannot spawn NM in Carpenter's Landing for Promathia Mission 7-4

Steps:
1. I went to Bibiki Bay, spawned NM for Promathia Mission 7-4 and defeated it. Received cutscene confirming kill from ???.

2. Next traveled to Misareaux Coast and spawned NM for Promathia Mission 7-4 and defeated it. Received cutscene confirming kill from ???. Received message stating I had obtained key item "Vessel of Light", however it does not show up in my key item lists.

3. Next traveled to Carpenter's Landing and attempted to spawn NM for Promathia Mission 7-4. The ??? does not spawn NM, and instead gives the message "Now is not the time for that!". Widescan of entire area does not show NM. NM is broken and will not spawn.

4. Retraced steps to all ???, NPC, and anything else involved in the mission. Changed jobs, logged out, zoned, and logged into a mule in attempt to remedy this problem. NM is broken and thus I cannot progress through missions. Please fix.
