Problem with the quest "From saplings grow"

Several players in my ls are having same problem. we are trying to unlock RNG weaponskill Empyreal Arrow but no matter how many points we get the latent does not wear off and we cannot complete the quest. I have no other weaponskill quests active and after putting 500+ points into my first bow, i tossed it and restarted quest only to put in another 400+ points and still nothing. I have been using trusts to make skillchains but had no problem doing the same thing for a mythic ws and gkt ws both of which are completed.

I'm having the same trouble, 400+ Colibri killed with bow weapon skills, bow equipped and quest active. Latent is still active when should have broken at 300 points. The only trust that I've been using is Sakura.

Same problem here, after doing 100 light skillchains, restarting and another 60+ light skillchain...
