Enemies are only visible on the radar by BST, BLU, NIN, RNG, SMN, and THF (either main or sub).

As Divisi has mentioned, red dots will only appear on the radar if you set your main job or support job to Thief, Beastmaster, Ranger, Ninja, Summoner, or Blue Mage.
