The merit stratagems (Altruism, Tranquility, Focalization, Equanimity) still require that you have 2 charges to use them despite only costing 1 now.

They didn't implement it yet.
Yes they did, they only cost 1 stratagem charge now. They're also shown on the "testing in progress" section.
If you use them you only lose 1 stratagem charge. However, you can't use them if you only have 1 charge left.
