New Accounts Question

I convinced a friend to start playing FFXI with me. She was trying to make her account today but can't get past the billing section. She enters in all her info correctly but keeps getting an error. Is this because of the migration from POL to SE? Can a new account be created right now?

EDIT: After attempting several hrs later we got a message that it was down for maintenance. It might be the verified by visa, part that was added 2 years or so ago. or 3D secure depending on the type of card used. They haven't said anything else yet about the migration other then that people will also need to make a SE account, but there are going to be more steps soon. Maybe have her read over the faq just in case something was missed.

Your right on the money, its the part where she has to verify that shes the card holder. We've both read over it and we're 100% sure that the information is accurate. Was trying to make sure that it was possible to make an account at this time before calling SE and having to deal with those people, ugh.

Verified by visa system sucks for this, I had so many problems.

Something that might be affecting it for you is there is a 24 hour cooldown on using the same CC for another account, I pay for my sisters account too and I had this problem.
