Closing topics.

Suggestions:

Do not allow for a thread to be closed within 2-5 minutes of a new post.
- Prevents TC from leaving "snide comments" then closing.
- Allows for posters to put their additional thoughts to any new post made within that time period, before a topic can be closed.

When a forum moderator closes a topic, it should not be allowed to be reopened by its creator. This completely defeats the purpose of a GM in many situations.
