Well I certainly hope people are getting them. I have farmed (solo, dominion ops) this area Altepa, the kitties, for ages, I am getting less than half the chests I used to get and have yet to see a gold chest. I have plenty of amber, azzure and a little less in pearl.

They probably increased the limit of number of chests that pop, but the zone you are in is still overcamped enough to hit the limit easy on your server.
