Maybe its just me but I find it very odd and a bit annoying that after all this time ninjas are the only class that can use katanas. Every other weapon in the game is usable by at least two jobs. Ninjas are quite selfish that they not only have their own style of magic but a while weapon to themselves.
I thought that eventually a new job would be introduced that could use it, even if poorly (really thought dancer was going to get it when it came out). However unless I'm mistaken SE has not expressed any interest in making any new classes any time soon.
And lastly though its a bit of a can of worms, Blade: Ei, is not subjobable. Making ninjas a requirement for red, and samurais a pointless unit.
WHEN WILL BST GET KATANA SKILL (just joking....slightly).

Yeah, I've always been somewhat confused as to why Katana and Great Katana were so exclusive weapon classes. Sure it's due to lore, but compared to most other weapons, it is kinda artificial. Single wielded Katana look soo cool, and yet we basically see it only for those first 10 levels, and maybe if we put it on our NPC fellows.
Although your issue is w/ Katana, I wanna say, GKatana is basically a mutated Gsword, the one weapon that doesn't have a job who masters it. They could have given GS to Samurai (although that would be slightly silly looking) and make the GK an exclusive skin, like lances for DRG. They could have re-written GS WS to fit the pattern of GK being able to touch nearly every corner of the Skillchain chart.
Not sure if lore-wise they would extend Katana to any other job; the far-eastern jobs don't often mix well with the other, more western based ones, in terms of armor and weapons. Maybe DNC could pick it up...
Ninja aren't the only job with an exclusive magic skill: BLU, SMN and BRD also have exclusive magic skills, basically all expansion jobs (except SCH) use new magic skills - take it as you want

If anything the only other job that should be able to share Katana skill would be Samurai. However even still, traditional SAM weapons are two-handed Katanas.
Ninjas are trained to use any weapon that is presented to them. In certain situations even Martial Arts (H2H combat). If anything the ranking for NIN's Dagger & H2h should be switched - making Dagger E and H2h C+.
I would also like to point out that the highest skill ranking for NIN is A-.
Besides with the ridiculous amount of Ninjas there are in this game these days, I am sure you can find one that can stagger for you. That or just join the bandwagon and lvl Ninja for yourself.
As for Ninjutsu skill - errr why should other jobs get this skill? Ninjutsu is what makes a Ninja..
Next thing you know it someone will be asking for a BRD to be able to learn BLU magic.. Hey I have an idea - let's just merge all jobs into one super job! That is almost what you are suggesting..
Exclusivity is what makes job selection as good as it is today. The Main/Sub job system was fantastic in the begining, is better now - so why make it crappy?

My last comment that a lot of expansion jobs get exclusive skills was more proof that NIN and SAM exclusivity in weapons wasn't as strange as it might seem; I agree that skill exclusivity supports the job system we have

Though if you were really desperate you could wield a Hardwood Katana and cap your skill with 49SAM to do at least one trigger WS. I currently do the same thing with a pitchfork and ibushi shenai when I sub /WAR on MNK.
I know it doesn't totally adress the issue, but you never know when a new type of event item might come out in the future.

Actually if you do it right after 95 you can do both procs /SAM using the ear, neck, and head (and merits) +GK skill. I already meet those requirements just need level 95. ALSO you can do the same with /NIN and katana if you have neck, head, and the new voidwatcher bodies (and merits...). You could actually remove the need for a main NIN in a party.
Getting back to topic, based on some other post I recently read, add forks as a swords for BLU. :P

I vote THF Get it! or DNC! They seem like the only type of job it would make remote sense in getting. What with them wielding low delay 1 handed weaponry already.
Obviously it wouldn't be as good as NIN's skill. But you'll probably get a lot of resistance from NIN's here, People rarely think about how it would benefit the game as a whole and think more about "BUT THATS MINE! MINE! MINE! MINE! MINE!"

I'm guilty of it too though, So i can't blame them. its really hard to think about how it helps the game as a whole when it effects your favorite job in some way.

They might add it to Samurai. ^^;
Though they would need to come up with a reason for it, as to, some sort of an actual use.
Ninja can already use some Great Katanas so it would be just equal ha!
As for any other job, I really don't see it fitting for any other than these two.
