Solved if you turn the top one on, it apparently ignores every other filter you set unless you are actively fighting something. This is something I didn't know until today.
Details:
In game effects filters not working. I've turned everything off on off etc. No matter what I set if I cast spells on myself animations and effects are fully displayed. My guess is it has to do with downloaded macros not being loaded properly.
Steps:
Switched effect filters on and off for everything had no effect.
