The latest change added high level monsters in low level zones (also sometimes in the middle of a coffer or near low levels area).
I have two alternatives:
1. Make the new monsters placed (in low level zones) do not aggro and do not link. This option is simpler one.
I do not think aggro + linking is really necessary especially if random high level monsters are in low level areas.
I know dodging aggro and being careful to not link monsters are a part of the game but just not in this way (not in zones that are supposed to be low level) + it adds a handicap to those who want to level "normally" (the alternatives of leveling in Abyssea are better now).
2. Second alternative - "Monster level syncing".
*It's like Level Sync except you can manually enter any level equal to or greater than your or party member's level (up to +15). So if you are level 70, you can select a level from 70 to 85. Once selected you will gain a status effect that causes any monsters you attack to be inflicted with a "Monster Level Sync" effect which "syncs" the monster to the desired level.
Monsters in valkurm dunes can be "synced" up to level 85 by a level 70 player (for example). Skills ups could also be possible on the "Level Synced" monster.
*How would monster level syncing work? Well when a player hits a monster, it will automatically sync up to the desired level.
Also it could be made so that no damage or status effect is afflicted to the monster on the first hit (the first hit will inflict the level syncing effect but nothing else) .
*With this they can undo all the "add random high level monsters" in dungeons and just allow players to level anywhere they want to.

Negatives: There are some potential problems with this such as what if high levels are taking all the monsters from low level players (for example)?
Well since the game is late into this stage, crowded camps aren't too much a problem.
However just in case - Make it "Monster Level Syncing" is not allowed in certain areas (like Qufim Island for example which can be a little too popular) but just the more unpopular areas.
Other than that I guess some testing should be needed if such a thing is implemented in a game. I think in this late in the game (especially with the lack of lower levels nowadays), it should be okay to test this out and if there are any problems, fixes can be done in an update.
Again these suggestions are just alternatives to the new "Add random high level aggressive monsters in low level areas" change.
Plus maybe it will be fun to level in the dunes at level 90 >.>.
