For the 7th time tonight I have had to restart my PS2, just by talking to the explorer moggle, Outpost warp NPCs. I have repeatedly called you ingame for help for being stuck and ALL I get is your automated response, which is very dishearting.
This isn't the only time this has happened. You really need to fix your code for something as simple as this. And don't tell me this is working as intended because its not.
And before you ask to describe it: Walk up talk to NPC, NPC doesn't say anything and you are locked. Can't move, can do ANYTHING but restart. Don't tell me to reinstall game because I have done that before.

This is happening also with the Crafting Moogles also. There is an NPC in Port Bastok needed to finsh a quest that also does this. I have reported this problem to Square at least three to four times over the last six months. I have also reported it to a GM who passed it off to another department. This was happening on the Diabolos server before the world merge and it is now happening to the NPCs on Siren. The only fix that I've found is a cold reboot of the game console and then that doesn't always work.

I am to the point now where I only talk to certain NPCs now because it takes 5-7min each time to log back in

You need to wait a few minutes. Like one or two minutes (maybe three tops), and you should regain control of your character. Pressing the R1 button brings up the on-screen keyboard and the command line so you can type /heal or /autorun or anything. Once you've regained control you should be able to engage the NPC without issues.
You will need to hit the cancel (obutton on non-jp versions/xbutton on jp version) to actually free yourself, so after a minute press that button and you should move freely.

Yeah, this has been happening to me, too. And no, waiting a couple minutes doesn't help because it often lasts alot more than a couple minutes. One time I sat there for what had to be 20 minutes before finally deciding to reset. Further, entering commands doesn't work as, until the NPC actually says something, they are all locked. Can't even make a GM call. Only thing you can do is chat and move the camera around. It's pretty stupid, too, considering the problem wasn't there before the version update.
Append: Also, thread originator, this should be in the In-Game Bugs section. Technical Support is more for hardware problems.

And they still haven't bothered to fix it.

Simple solution: Get an xbox or a PC so we can drop PS2 support already. It obviously can't handle the game anymore.

And spend more money for a single game...? It was sold for PS2, it was originally developed for PS2. Some of us also don't like trying to game on an unstable OS like Windows, on a smaller screen. My computer is for much more than games, and trying to keep up to date on some things is annoying. Also, it seems every time they patch the game, it breaks something with my graphics card and I have to hunt down a different driver. 3-10 FPS after WotG was released, when it ran 29-30 FPS before is unacceptable.
Also, what about people running Linux or Mac OS instead of Windows?
I wouldn't be playing any MMO at all if FFXI hadn't have been released on a console.

i have the same problem with not only the outpost npcs but lots of other npcs. i play on ps2 and ps3. when i called the support phone number with my problem they insisted the problem was with my router and referred me to:
http://support.na.square-enix.com/faqarticle.php?kid=12293&id=20&la=1&ret=faq&pv=10&page=0&c=0&sc=0&so=4&q=router
even after making the changes to my router there was no improvement at all.

Indeed, I never had this problem before the latest version update and I've played on the "Playstation 2" since the 2005...ish. It only started after the version update, leading me to think that something about it broke the links between the NPCs and their dialogues. If there was a hard-cancel on NPCs this really wouldn't be an issue, we actually would be able to cancel out of broken dialogues.
