I just started to level blue mage and I'm enjoying it. A friend once told me that you can xp on imps in aht urhgan but does anyone know when you can start there? I remember him telling me you start in illrusi atoll but I wanna know if that is right. Can anyone help me out?

xping on imps is so 2009.
My advice is to FOV up to 30 or 40 and then get into Abyssea as a leecher. COme out every 20 levels or so to skill blue magic and get spells. Once you get to 75 or so its not so hard with MACC atma to skill blue magic on worms in Abyssea very quickly.
Admittedly I had the advantage of having high level sword skill from RDM, so getting that skill up in Aby Dom Ops parties wasn't too hard.
