Abyssea additional ??? clarification please

For the additional May update there is one change for abyssea that says

"Placing additional “???” which can be used to spawn certain notorious monsters."

This can be read 2 different ways.

Congested NMs which already have ??? like Briareus, Sobek and Carabosse for example will have additional ??? so multiple groups can fight that at a time.

or

Congested timed spawn NMs that currently don't have ??? like Gukumatz and Heqet for example will be getting ???.

So which change is being made?

I'm kind of thinking it's the first, though adding a Guku ??? on top of it's normal spawn would be cool too.

no it means additional for those NMS where u trade items. if it meant the changing a NM to pop type they wouldve said so like with behemoth and such
