Anyone know why [dev1004] and [dev1006] aren't in the update notes?

Basically what the title says, I read through it and can't find anything about [dev1004] Corsair’s Phantom Roll Ability (http://forum.square-enix.com/ffxi/threads/1122-dev1004-Corsair%E2%80%99s-Phantom-Roll-Ability) or [dev1006] Merit Point Adjustments! (http://forum.square-enix.com/ffxi/threads/4808-dev1006-Merit-Point-Adjustments%21) in the update notes (http://forum.square-enix.com/ffxi/threads/7267-May-10-2011-%28JST%29-Version-Update).

The COR one says they are considering changes and looking for feedback. Not that they were adjusting it this version update.

Merit Point Adjustments have been confirmed in the update through DAT mining.
