I mean this hat is absolutely amazing, but it's really only useful for newbies.
A brand new hat and all it's really for is just a help to level to 30 which isn't hard at all.(And rake in new players)
How about about a better latent effect for us Oldbies?
Like, Latent effect 30 and below the default.
Latent effect 31 and higher
Increases movement speed
Adds Regen and Refresh Effect
So you take off Auto Reraise and the skill ups while keeping movement speed and regen/refresh. So it has two latent effects pretty much.

A constant regen and refresh effect in the hat slot would still be pretty godly, honestly. I can't think of many hats even now that have refresh in the hat slot, much less both refresh and regen. The enhanced movement thing too, yea, no hat piece in the game has that right now period. (To my knowledge at least..)
Mages would benefit from it most, admittedly.. but I could see most people using it until the higher level range, when gear actually gets good enough to replace the constant refresh\regen. Movement Speed is irreplaceable though, and pretty much everyone that bought it would be swapping it in at any and every level to just get around places faster. I'm pretty sure they don't want to allow that. (Not to say I wouldn't love to have these buffs 31+, but I don't see it happening)

Plus the hat doesnt look bad at all either.

Well at least we know that improved skill rate is possible on gear~ lets hope that armor like that are rewards for those Ground of Valor things

I know gear has it. I didn't say I didn't know of any, I said I didn't know of many. And there really aren't too many that have it in the head slot. That's also level 68, whereas we're talking about something here that would have it from 1-99.

You make a decent enough point, there's movement speed stuff already in the game yes. But I don't know, that stuff isn't freely obtained in the game - this hat is free ingame (yes I know it costs real money, but that's beside the point - it requires no time investment to obtain) and what is being suggested here would make it usable in the entire level range, something that can be said for very few other items.

It really doesn't matter since leveling outside of abyssea is easy, we didn't need the refresh before, why suddenly now it's a huge deal? Not to mention most people go from 30->90 before gearing so it's a moot point about arguing about lower level gear. You don't need to have many options, think about W. Turban at 75, it was pretty much the best TP head in the game for years. Just one item, for many jobs. Best slot possible. So it's not like Wivre Hairpin being the best idle hat for mages is anything new.

Refresh was always a huge deal, or have you forgotten back in the days of leveling before Abyssea how coveted it was by mages? And they're not going to balance the game around people that key mule their way to 90, that's a completely broken way of handling things.
SE still wants people to level the traditional way, that's why they've made so many changes to the old world with FoV and the upcoming stuff. There are better items now than there were back in the day too, this is true, but nothing that I know of currently compares to this hat in the full level-range and it's silly to expect a single item to be that good and require zero time investment to obtain.

Who are you to say that SE wants people to level the "traditional" way? I saw it more as a way to give an alternative for people who don't want to level inside Abyssea. If SE really wanted that, they would have never put such a low level for entering or at least corrected it by now. It's pretty obvious they want people to experience endgame faster instead of grinding levels.
Yeah refresh was a huge deal, but if you are having MP troubles 1/tick in the head slot is not going to fix you. Best to learn how to make an HMP set and learn to use the /heal command if you decide to level outside.

I'm speaking in terms of game balance, I'm being sensible about this. Furthermore SE is speaking for itself here by not allowing it on jobs above level 30, that right there should tell you something. Also I'll add that the refresh on the hat will undoubtedly stack with the spell, which means it will stack with FoV Refresh. Which means you can get more than 1/tick even before RDM learns the spell itself.

Carry on then. Obviously no one understands game balancing in this thread, or why the hat was capped at 30 to begin with. (Which conveniently coincides with them removing the exp penalty in the 1-30 range, it's considered the new 1-10 range by SE. Which makes perfect sense what with the level cap being higher now, but whatever.)

I bought the expansions and got nothing. Now if some newbie あほcomes along and buys abyssea, he gets a refresh hat.
Unless I've mis-interpreted this and we'll all get it too.

Considering I have movement+ on literally all of my jobs, have all the jobs I care about above level 30, have all of my skills capped, and have refresh headpieces for the applicable jobs I really could not care less about what basically amounts to losing 1 inventory slot for another costume item.
It's a fluff item for starting players. No experienced player should really have much use for it anyways.

game balance issue ? nah...but I agree with the rest.
if they removed the latent effect with the same benefits, I bet my account, every single one and their mothers and pets will pay 20$ to have it lol .

Yes, we got a big fuck you in the way of constant version updates and expansion packs along with the gear you no doubt use from the expansion packs the past 9 years. If you're using any Empyrean Armor or Magian weapon or have any Twilight Gear you have zero right to say we got a "fuck you", while yes the Twilight gear is a bit specific, but most of the abyssea gear was literally handed to us.
Get over yourself.
The sense of entitlement with the FFXI community is astonishing.

I give it a 2/10 at best, and only because I'm actually replying to it. I've got nothing better to do though. Serious answer: It's a low level toy. There is absolutely no cause to be uppity about something like that. The only half-relevant stat on that headpiece is Refresh, and anyone with a pulse can just go solo a Refresh Hairpin from Abyssea - Konschtat.

That's right, SE called you guys out specifically and said "Eff off, losers, we got your money already suckers". Then they went over to your house, peed on your rug, and kicked your dog.
Seriously, all this nerd rage because SE drops an item on new folks that helps them get 10% of the way towards where the rest of the population is? Get a grip, people.
