It does not work that way.

You keep incentivizing play on large servers. Then you close servers that get large.

What kind of logic is this.

If you want the lag to be unbearable just keep letting people join the server. Everything will be too crowded and you won't be able to get anything done. That's why they lockdown servers. Yes High pop servers can be great, but the lag can kill everyone's fun if it gets too crowded.
