is not being applied.

Steps:
1. Casted a variety of enhancing magic spells while wearing the Theophany Duckbills +4.
2. Tested again without them equipped.
3. The duration of the spell effects remained the same.

That's because youre using third party timers that are inaccurate

I mean did you actually time the duration yourself? The in-game timers only show the nearest minute on buffs and debuffs until it's less than one minute remaining. While the only buff tracker I've ever seen does seem to set its timers correctly there may be tools that don't.

The only way to be sure is to time it yourself.

I'm off to learn how to spell Theophany.

Yeah, in general if you need to test this sort of thing, you should have the item in question equipped at all times for verification. Macros always introduce the possibility of you not having it equipped at the correct moment.
