On a new character which is currently on mission 2-7-3 (Yggdrasil) I can't get the CS from Levil. I believe this is gated by a requirement for Fame 2.
On checking with the Fame NPC it says my fame is 1 .. how can this be if I'm on this mission, according to BG-Wiki simply completing 1-1 to 1-5 gets Fame 2, I've also done 9 quests while unlocking all the traversal skills like "Logging" etc.

In order for your report to be reviewed, you need to format your post according to the template found in the sticky thread, making sure to include all information, even if you don't think it's relevant. If you don't do this, they will reject your bug as "not a bug report" or "insufficient information."
But this mission and these features have been in the game a long time. The most likely explanation is you've overlooked or skipped over step in the quest/mission/whatever. People post bug reports like this every week and 99.9% of the time, this is the reason.
You may have missed other prerequisites for the mission or haven't done or skipped over something else important. FFXI is a cryptic game and even you sound a bit unsure in your post.
And I might have a possible solution for you. You mention doing a mission. Missions do not give Audolin fame. Only quests do. So if you haven't done any Audolin quests, you have not done anything to increase your fame. I'm not sure what page you were readiang, but the page for the mission you mentioned, "Yggdrasil," does not say anything about chapter 1 giving you enough fame for the mission.
If there is still an Imprimatur (https://www.bg-wiki.com/ffxi/Imprimatur) utilization and fame requirement, 15 imps utilized and Fame 2 (9 quests completed) is sufficient.Note "9 quests completed." This is actually an approximation, different quests usually give different amounts of fame and 9 quests may or may not actually get you there. I think you might be thinking the missions you've done count as quests. They do not. Also, not all quests give fame either, only certain ones do. In particular, I don't think the job quest lines count, and there may be others. Try completing some other quests, like the ones suggested on this page:
