I wasn't sure so I did some google seluthing, the 1drv.ms URL is for microsoft's own URL shortner for OneDrive links.

As for the image... it looks like a bunch of Mithra photoshopped onto a IRL beach scene. Not really inappropriate or anything but also... why did this need a forum thread?

This image was from the Transworld project. Their site is long dead but is available on the internet archive (https://web.archive.org/web/20141231234443/http://www.kachosen.com/ffxi/transworld.htm).

Alternatively, their Facebook page (https://www.facebook.com/ffxitransworld/photos) is still available.
