From the BG Website I have collected 3/4 Large memory Fragments.
I am trying to initiate the State quest for Azure footfalls to collect the final Large Memory Fragment but it will not initiate anything from entering Bastok (S) from North Gustaberg (S).
I am at a loss what to do and spoke with a GM.

Obtain 4 Key Item Large memory fragments from the following 6 sub-quests:

Her Memories: Homecoming Queen, will give you the first Key Item Large memory fragment.
Her Memories: Old Bean
Her Memories: The Faux Pas
Her Memories: Grave Resolve


Completing these 3 quests will combine the Key Item Tiny memory fragments into the first Key Item Large memory fragment.
Her Memories: Of Malign Maladies,
Her Memories: Operation Cupid,
Obtain the fourth and last Key Item Large memory fragment from the Nation you are allied to in the past:

The Nation you are allied in the past is not necessarily the one you are allied to in the present. By any chance did you complete Bonds of Mythril and switch allegiance in the past? Even if you think you haven't, I'd check with Adelbrecht, Bastok Markets (S) (E-9) to see if you are still under Bastok [S]. If you are not under Bastok [S] just do the nation you are under now (as resetting has consequences for campaign).
