A few simple changes could make SMN a little better over all and give SMN's more options for how they want to play.
This is coming from a fully kited endgame SMN.

Possible Upgrades:
Avatar Physical ACC +4 per merit (max20)
Avatar Magical ACC +4 per merit (max20)
Avatar Blood Pact Damage +3% per merit (max15)
Elemental Siphon Recast -6 per merit (max30)
Apogee Recast -4 per merit (max20)
Summon Magic Fast Cast +5% per merit (max25)
Avatar Perpetuation Cost -1 per merit (max5)
Avatar Attributes +3 per merit (max15)
Avatar Enmity +3 per merit (max15)
Avatar's Favor Potency +1 per merit (max5)
Avatar's Favor Charge Time -2% per merit (max10)
Blood Pact Ability Delay III(or IV) -2 per merit (max10)
Blood Pact Rage TP Bonus +400 per merit (max2000)
Blood Pact Ward Duration +5% per merit (max25)

Options I Would Choose:
Group 1
Avatar Physical ACC - varies on gear, best in early game
With endgame gear, avatars have 1600+ ACC so you dont need this lategame

Avatar Magical ACC - varies on gear, best in early game
With endgame gear, avatars have 1600+ ACC so you dont need this lategame

Avatar Blood Pact Damage - BP+ is mostly for physical but does effect magic
With endgame gear, BP+ can stack up to 237% with prime weapon currently
I recommend this the most

Apogee Recast - More BP's means more damage/buffs
With endgame gear, BPs cap is 20s, still not fast enough
I recommend this the most


Group 2
Avatar Attributes - Attributes increase all BP damage
Avatar BPs are highly effected by Attributes
Buffs like ATT+ only effect auto attacks, BP damage is a separate modifier
I recommend this the most

Blood Pact Ability Delay - Would have to be listed as III or IV
The current possible cap in BP delay is 20s from all sources, still too long
Other DD can dish out 3 or 4 WS within 20 seconds
I recommend this the most

Blood Pact Rage TP Bonus - Can vary on strategy
TP Bonus would increase acc/crit/burst damage depending on the BP
However with Haste/DA gear, avatars can build TP fairly well
Their auto attacks give roughly 80 TP base each hit

Blood Pact Ward Duration - Can vary on strategy
A SMN mostly focusing on support would benefit from this
Merits are easy to get so switching them around as needed is easy

Of course someone smarter than me can adjust this to be more realistic. My main concern is group 2, it REALLY needs a full rework. We should not have to spend merits just to get blood pacts, they should be built in to the avatars along with all the others.
However the TP Bonus is still a great effect and so I kept it as an option.
