Remove the ability to yell from stationary lv1 bots

Closing Asura has ruined Bahamut. The player count has nearly doubled in the last month and a good portion of these accounts are rmt bots. More players are turning off the yell channel and finding pick up groups are becoming more difficult due to the unrelenting toxic mercenary and rmt advertisement.

A 45 second cooldown between yells is not enough. You should not be able to make a lv1 character, never take a single step in game, and shout on repeat on cooldown 24 hours a day, 7 days a week, 365 days a year.

Is the special task force hiring? I would love a cozy remote job where I get paid to do nothing. You would be able to identify the most brazen offenders by simply waking into a town zone, yet this issue has persisted for years on Asura and is now spilling over to other worlds.

Instead of banning them, make it so players can click [mute player] in yell chat as well as /assiste.
maybe require a certain number of votes to mute before it sticks.

I use my jeuno mule to shout mireu while i fight it. has saved a <30min remaining mireu that was still at 96% before. I doubt people would mute me for doing that yell every 10% once per mireu.

Can make it so if you can use /assiste, /yell is disabled too. anyone who recently made that character wouldn't be able to yell.
