Greetings, I appreciate all the help I received regarding about the quest "three paths"
I accidentaly saw the quest "Waking Dreams" was blocking it and now it is working properly.
I'm posting here because my post on bug report is closed and I would like update the situation to the GMs who contacted me without opening a ticket
Again, thank you very much and sorry for the mess I caused here thinking it was a bug.

In general when it comes to quest/mission progression you should assume you're overlooking something and retrace your steps. People post bug reports here about stuck quest progress regularly but FFXI is a cryptic game and the vast majority of the time it is working as intended.
