Steps: I'm on mission 4-3 of the Voracious Resurgence i talked with Naja, she gave me the CS and if i talk with her again she tells me to go to the stone, now i'm at the engraved stone and if i touch on Savage Scarf it says nothing out of the ordinary here.

It's not a bug, please retrace your steps starting from the end of the previous mission and follow a wiki guide. Talk to every NPC even ones you're 100% sure you talked to before, and talk to them mulitple times. Literally 99.99% of the time someone says BUG I CANT DO THIS QUEST they overlooked something or sometimes they even already completed a quest or didn't do something else etc.

The first problem I see with your post is the fact that there is no mission 4-3. I'm quite sure the one you're referring to is incorrectly labeled as 4-3 (and 4-4) on BG wiki when these are actually part of chapter 5. Or other guides have the reverse incorrectly, I"m not compeltely sure. But there seems to be some inaccuracies here.

Another issue is making sure you got the correct CS. depending on other cirtcumstances you can get other CS from the same NPC. So you may need to speak to Naja multiple times to get the correct CS (mentioning AMAN during it). Additionally make sure you're not using any external tools while viewing these cutscenes as they are known to break with external tools in place.

Again: Even if you're sure you've done various steps of the mission, please start from the beginning and talk to and interact with everything again.

FFXI is an extremely cryptic and esoteric game; and every time someone gets stuck on a quest they post a bug report here, when in -almost- all cases, it is just forgetting to click on something, talk to this NPC, meet this requirement or misremembering something already done etc- especially when players come back to something after being away.

While I was adding them to Gamer Escape, I believe I went by how they called them in the version update notes (for some they would "new entry" and for others "new chapter", although considering the inaccuracies on translations and on the websites in general...).

I would also take into consideration that often it does actually feel like a new chapter, or rather a different quest from what was done previously.

Considering there is no clear split in game at all, that is, no chapters at all on the mission list, simply numbering them as they come might have made sense too.

In general, I wish people would use the actual in-game titles and terms because, as we see here, it's unclear what 4-3 might even be, even for us who actively do the adventuring.

Imagine the people who might not even be native English speakers, much less actually play Final Fantasy XI Online, forwarding the information. >.<

Great to see you figured it out already!

There are distinct chapters, though the earlier chapters have more obvious seperation- These chapters are all essentially disconnected from each other and when you finish one, the game doesn't actually tell you where to go next. We only know because the devs told us in news posts on the official website. For anyone doing these missions now, you need a guide because the game doesn't mention the next steps at all.

Yes, that is what I was saying.

By "no chapters at all on the mission list" I meant there are no chapters at all on the mission list like some others do, and I also mentioned "how they called them in the version update notes" as well as "often it does actually feel like a new chapter".

Apologies if that was unclear being.

Well yeah, its true those numbers were put there on the wikis by the players, since it's not official some discrepancy is expected I suppose. But you're right, in-game there's no numbers like other mission series have. I think it was just a miscommunication.
