Theophany Duckbills +4 10% enhancing magic duration is not activating when casting enhancing spells. I have tested with Telchine Pigaches that also have 10% enhancing duration and those both give more duration time then the theophany duckbills +4 right now.

they won't look at a bug report if you don't follow their format.
also, enhancing duration +X% and augment: enhancing duration +X% are not additive.
they happen at different steps of the equation.
(Base Duration + (6s × RDM Group 2 Merit Point Level (https://www.bg-wiki.com/ffxi/Merit_Points#Red_Mage)) + (3s × RDM Relic Hands Group 2 Merit Point Level Augment (https://www.bg-wiki.com/ffxi/Vitiation_Gloves_%2B3)) + RDM Job Points (https://www.bg-wiki.com/ffxi/Job_Points#Red_Mage) + Gear that list Seconds) × (Augments Composure Bonus) × (Duration listed on Gear + Naturalist's Roll (https://www.bg-wiki.com/ffxi/Naturalist%27s_Roll)) × (Duration Augments on Gear) × (Rune Fencer Gifts (https://www.bg-wiki.com/ffxi/Job_Points#Rune_Fencer)) × (Perpetuance (https://www.bg-wiki.com/ffxi/Perpetuance))

Easy way to test conclusively for this: White mage shouldn't get any job point gifts or merit point abilities that increase enhancing duration; Protect V has a base duration of 30 minutes. If you have any other piece of telchine gear with the 10% enhancing duration augment, equip that with the telchine and artifact +4 feet. Double telchine should give 36 minutes; telchine and JSE should give 36 minutes and 18 seconds. If you don't get those extra 18 seconds, then something's broken. If you get 33 minutes, then the enhancing duration on the artifact feet just isn't working at all.
Double-check to make sure this is working (or not working, I guess) the way you think it is, come back with the format from the sticky because this will get bounced for insufficient information. I swear, not sure why this is even a forum section, you have to follow the template line for line, why not make it a form that needs to be filled out and submitted somewhere.
