Should smaller servers have server specific buffs?

Currently all servers are the same, a system could be created where a GM can manually activate buffs per server (aka all "server buffs" are off as standard, but a GM can turn them on manually per server per month)

If this was added, smaller servers could get 10-20% more XP / Mlev or 10-20% more reward from Sortie, Omen etc to encourage players to move to smaller servers.

IDK about that but there should be incentives to transfer to lower pop worlds like that other game does.

Maybe incentivize the move by lowering transfer fees from high-population servers to low-population ones, and charge a little extra to move from low-population to high-population.
