does ionis lower hq rate or make it better ? i know its success rate and thats nq, but at the same time it lowers loss of materials, but it seems like everytime i just get support in a guild i make more hq's for some reason, or maybe thats just random luck.

It doesn't say anything about modifying crafting in this way, so best not make superstitious assumptions here. Remember the crafting compass? Complete BS, people will fantasize about anything increasing their HQ rate...
If its not explicitly stated it should be assumed no unless proven otherwise.
Further, Ionis only works in Audolin areas, so there is basically a 0% chance they are modifying your guild support. Guild support increases your HQ rate by increasing your skill level (if it passes an HQ threshold). Ionis has nothing whatsoever to do with this. If you saw an increased HQ rate, that's the reason. HQ rate changes in steps for reaching certain amounts of skill past the skill cap for the item you're making.

success & HQ are different steps of the crafting process. From what I've seen when I did testing ... like 6 years ago.
success can go up to 99%
material loss cap's at 80% retention of each material
*materials each have their own break rates regardless of which recipe they are used in
HQ question happens only if you rolled a successful synthesis
as such, the ionis increase to success will not impact HQ any further than the lowering of failure rate pre-escutcheon buff.
ionis > signet would only be taking you probably +2% success. not sure as i have orvail ring+1 so i am always crafting at a base success rate of 97%, definitely useful when pumping out ruthenium ingots since i can cap both success rate & mat. loss down, but if I'm trying for HQ's typically that isn't really a factor i worry about. many of the expensive materials have material loss rates too high to floor so a signet+support during artisan's advantage is more desired.
