For the handful of us who are staying at 75, is there a way to potentially get the lv.75 version of the Relic/Mythic weapons instead of the ilv119 versions?

Probably not, but the good news is the 75 relic is relatively trivial to complete these days, even at 75 so IMO it isn't really even worthy of being a top level bonanza reward.
