The first stage of Artifact, Relic and Empyrean upgrades are Ilevel 109, for established players we know this is in effect "broken gear" however new or returning players do not understand this and do use it.

You should not punish players with worse gear for putting in work, Ilevel directly impacts trust level so these players will have trusts at level 117 in sparks gear and after putting tens of hours to upgrade to full first stage AF 109 their trusts will lose 8 levels.

You put effort in to get full Artifiact gear over sparks gear, and now you're wiping all the time. Many new players don't even know Ilevel impacts trust level and so they won't even understand why they are so much weaker.

Please Increase all AF / Relic / Empyrean gear at stage 1 from 109 to 119, players should want the better stats and not Ilevel since it's so incredibly important to trust level.

Alternatively, just give players a key item at 99 that makes all Ilevel gear 119 across the board (for trust level purposes)

While I get that the 109 gear is all but DOA and macro pieces until at least +2 versions at this point, I think the main issue that you're bringing up is that Trusts rely on gear equipped instead of just simply summoning 119 trusts (quest/fight/key item/etc.).

Imo, that is what should be changed.

Also, I would hope that by the time "new players" get to the point of upgrading JSE to 109, they would know not to full time in any piece of JSE with some exceptions.

Isn't everything a macro piece?

There are some BIS items that are universally useful all or most of the time. When we say macro pieces we mean things that we swap into for only a few seconds for an ability or spell or whatever. Whatever you're most commonly wearing in between those times is the "non-macro" pieces. i.e. an idle or TP set.
