Npc Maloquedil won't accept Kindred seal for quest Riding on the clouds

I picked up the quest for my limit break quest riding on the clouds and the clues he gave were as follows
A young elvaan whose breath stinks
Bastoks number 5 doorman
A lady that jumps for joy at the sight of rolanberry souvenirs
A guy who knows alot about pirates for somebody that's never met one

I tried giving the kindred seal to the first npc Maloquedil with the bad breath but it does nothing. I tried changing zones and I tried logging in/out nothing works.

Some quick thoughts on things worth double or/and triple checking:

It is indeed a Kindred's Seal you are trading them, not a Kindred's Crest instead for example? (I believe I've had the wrong one myself in ages past...)

Any chance this part was already completed? Check if you have any of the following temporary key items already:

- Scowling Stone
- Smiling Stone
- Somber Stone
- Spirited Stone

I would also try trading the item to the rest of the bunch to see if they are responsive.
