Npc Maloquedil won't accept Kindred seal for quest Riding on the clouds

Steps:
1.I accepted the quest "Riding On The Clouds" from Maat in Ru lude gardens.
2.When I went to the Npc named Maloquedil and traded him the Kindred Seal needed for the quest.
3.Nothing happened I tried multiple times including changing Zones and Logging In/Out and he wouldnt take the Kindred Seal.
