Step 3b: When trying to trade bronze sword to Ruillont "Your generosity is noted, but one sword is all I need. I cannot accept this."
Additional Info:
I started a new account (separate POL ID) under my existing SE account. I was doing San d'Oria missions for both at the same time. I believe this may be the cause of the issue.
