It doesnt seem possible for me to complete this quest because my fishing skill is too high. In 2 hours, I've caught exactly 1 Bastore Sardine, the rest is all Quus and Cone Calamary.
Tried it with a mule with 0 fishing skill, finished in 5 minutes.

Is there no bait/rod combo that will let you specifically target that fish over the others? I don't fish like ever lol

Okay, this is using information from BG wiki, which isn't always as in-depth on fishing as it could be, so no guarantees, but...
It looks like bastore sardine should be the only fish on the ferry route that will consistently bite on a tarutaru fishing rod with a sabiki rig.

Well yes, that's what I am using. My Skill is 110 though, not 0.
Seems to me that SE is (unintentionally?) punishing people who previously gave a **** about fishing.
There were three people with Ebisu+1 next to me who were struggling as well, while some low-gear-looking-people finish within 1 boat ride.

The way fishing works is flawed. It's not really fixable.
If two fish can bite your bait, level 9 (sardine) and level 48 (cone), your level influences the bite rates. That can't be changed.
If you're closer to 9, you'll have a higher bite rate from the level 9 fish. If you're above 48, you'll lose most of your sardine bites.
This works the way it works so that you continue to catch fish of appropriate level, instead of sardines forever.
What they need to do is make new sardine only bait, if they're going to keep doing this every time.

I have 106 fishing and caught my 15 sardines on a single boat ride.
Ebisu+1, sabiki rig, Noddy Ring, and Seabird's Ring.
I forgot to pull out my Fisherman's Smock or set my moghancement to megamog fishing.
