Okay, im trying to learn charged whisker. Im Lv90 with 308 blue magic skill. i have quad. continuum which is a lv85 spell.. yet ive spent hours and hours on trying to get this Lv88 spell, which just doesnt want to have.. is it just a waiting game i need to play? or is there really a minimum cap level blu magic i need to get before i can learn such a spell?

well in order to learn charged whisker, your blue magic skill need to be a minimum of 319...

That all i can say... if 308 is your base skill then you should wear the Magus Juddah and the Mavi Tayt +1 or +2 for the added Blue magic skill

When ever you want to learn a Blue Magic spell you have to remember that your Blue Magic skill needs to be at least 30 skill points below the actual the level.

for example lvl 88 your skill should be at 349 but the spell can be learned at 83 @ 319 or if using magus juddah can be learned @ 80 with base skill being @ 304 and if you had mavi tayt +1 then you could learn it at a earlier level aswell....

plus wearing the BLU AF1 hands should help with learning the spells

It's one of the reasons I really appreciate BLU right now. For all those people who key whored it to 90, they still have to take the time out to up their BLU magic skill. Consider it job security. I've seen a lot of people who wanted the job at 90 come to realize you can't even pose as a fully skilled BLU because your spells are unobtainable without the skill level.

Terrible Blus were terrible regardless of magic skill level, and skilling up isn't even hard, just tedius. Random Number God when it comes to learning is the only issue.

... except in this specific case where too low of blue magic skill was exactly the problem...
