Steps:
1. Go to wild rabbits in West Ronfare and use single hit blue magics (barbed crescent and heavy strike) to observe damage in a set that does not have physical damage limit.
2. Change the set used for the physical blue magic spells to include the entire gleti's armor set and observe the same spells on the same low level mobs. This set has the same DEX as the previous, but has 47 more STR. The damage for heavy strike goes up around 200 damage because of the increased STR, but the damage for barbed crescent does not because the DEX stayed the same.
3. Go to the Apex bats and apply Defender to lower attack. Use the set from step 1 and observe less damage for both spells compared to wild rabbits.
4. Remove Defender. Summon Trusts: Qultada, King of Hearts, and Sylvie. Wait for Chaos Roll, Dia 3, and Attack up and entrust defense down. Use Berserk and Natural Meditation. Use the same spells and observe similar damage to the rabbits in step 1.
5. Change to the same set as step 2 with Physical Damage Limit and observe that only heavy strike increases again against the higher level mob.

*It looks like your damage can be penalized for not having enough Attack with Physical Blue Magic Spells, but you can't benefit from having Physical Damage Limit and enough Attack to use it.
