Why has square forgot about abyssea and voidwatch you can easily implement those content in adoulin, i am just surprised why they have not still added them since its mostly re coloured content.

Abyssea and voidwatch are both complete content. There is nothing to add to them. They literally have storylines with an ending.
And for Absyssea in particular, I think it's probably for the best that it doesn't enter the realm of item level, job points and master levels.
there was plans in place for more in adoulin, i can't remember where it was posted, but their was concept art for a Tatarus realm, possibly endgame area like sky sea etc. But i believe those plans were shelved in the end.

The endgame area is Sortie. Which is in Audolin. Never heard of any plans for a "tartarus realm" or anything like that. Citations?

Hm. Well theres a lot of unsourced insider info in that thread, suggesting that budget for future content was cut when audolin wasn't as successful as hoped, and that was one of the casualties. While no source was given, it's not entirely unbelievable, There's a few elements to audolin that suggest some things were scaled back, for example the zones that exist only for cutscenes (there's an area you zone into from the Drifts that always immediately pulls you into cutscenes and kicks you out afterwards), there's a still-unused airship dock in west audolin, and the map in east audolin suggests you were originally intended to be able to walk all the way up to the castle instead of stopping you at the gate; but maybe that was done to spare anyone from walking up that long ramp. But still, the whole endgame zone thing was news to me. I basically treated the ra'kaznar zones as such- they went very underutilized for a long time. The Sortie version of the area uses several sections that were blocked off in the regular zone.
IDK, I suppose its possible. If they really did cut the budget for it, I doubt we'll ever see that. Maybe Sortie is simply the lower-budget thing we got in its place? who knows.

Check the video linked in that thread. The timestamp linked has the devs talking about Tartarus specifically being analogous to Dynamis. The auto-translated captions seem to make sense.

There is a way to make older content such as Ballista, Campaign, Voidwatch, etc relevant......Simply add the current demanded currency to those facets of the game lol.....
It sounds sarcastic, but many do not even enjoy the content they are currently doing. individuals only do them, to gain needed in demand resources.
I have never did a Ballista match, but I would for some Hallmarks, ton of Sparks or something. If winning Ballista offered the highest obtainable levels of demanded currency with losers also getting some........ everyone would be doing it lol. It sounds much more enjoyable than random A$$ mobs in a dark room.
I would transfer servers to whack some ppl here......

Ballista faded pretty quickly becuase they offered no rewards of any kind (other than maybe taking some gil from your frienemies) for participating. Look at FFXIV, where you can get all kinds of cool stuff for doing it.
I think in general the FFXI team has from the beginning been overly concerned about abuse of mechanics- not to say it's never a problem, but it shouldn't entirely prevent us from being able to have nice things. Heck, we can't even have nice things because of RMT.... looking at you, spark/accolade spending caps....
Ultimately, even if a content is fun to play, players won't do it if there's no rewards, because time is also a resource and most players would rather spend their time in game on things that will advance their character in some way.
Of course at the time of ballista's introduction, there was no easy way to wear "glamour" items, becuase equip sets and lockstyle didn't exist yet. Players very readily use visual gear items today, but that wasn't the case back then.
