There are tons of NMs in this game you can hunt for many hours and never see. It's not a bug.

RNG is RNG, had me own share of lottery spawn that took me more than half day to pop. That's just how probabilistic works, even 99.9% chance can still screw u bad, while rare get so lucky even on 0.01%.
