On the news section on the EU/UK website
http://www.playonline.com/ff11eu/index.shtml
It states the new merchandise is available
However on the website store you link to it states these items are not alowed to be sent outside of the USA, by order of Square Enix. As such, why are you telling EU/UK players about this on the EU/UK website news section?
Max quantity per household = 3
*This product can only be shipped to the following area: USA

I do like it that they do include it as news there as well (people might have friends who could order them and send them for example), but yeah, it would have been better to actually mention that they can only be shipped to the USA instead of what they did (seems as if they did not realise it either). :\

And I think that the people responsible for posting it likely weren't aware of that fact.

The seller didn't "demand" anything.
Most likely it was something like, if anything, "Please direct your inquiries to Square-Enix." You have a long running habit of mischaractarizing things other people say.

The maker told them the item was only to be allowed to be sold to the USA, this is a demand imposed by the maker of the item.
If I had to guess, knowing the idiocy of how Square is run. Each region is run by its own regional office, and so the company paid Square Enix NA a fee for the rights in NA alone and did not do a similar deal with Square Enix EU / UK and as such we can't have them because they do not have the rights to sell in those regions from Square Enix EU/UK.

Isn't this being sold on a third party website because Square Enix isn't actually the maker of the item in this case, though? If they were producing it, it'd be in the actual Square Enix store (like the new plush toys are - no announcement for them that I can recall, but they're there in the NA store at least. The club actually is intended to be kraken club, too.)
So instead of "hey SE you're awful for not making this available to us", it might be more productive to frame it as "hey SE, could you let the partner producing this know there's demand outside the US?"

SE is also not the maker of the item. The website is just a storefront, and a Japanese one at that (the prices are in JPY).
So given that, as Zenion said, it isn't in the SE online store, it's something that we're probably lucky to be able to get shipped to the US, much less anywhere outside of Japan.
