My first thought was what if the opposite was also possible? Allow more emnity gain for for PLDs?

I assumed that it still counts towards the -ENM cap; doesn't exceed it. So if this was done for PLD, I can see it helping a little, by letting them get to hate cap faster. But DD damage will still out do it I would think.

My main hope for this is that by allowing both jobs their emnity traits for casting healing spells, cure v could get an adjustment and be given to sch, rdm, and pld without screwing over any of the jobs involved.

I already cast Cure spells in +50 Enmity (the cap) so any Enmity boost given to Pld cures would not affect me, or any other well geared Paladin at all.

This is a common misconception. The enmity Plus cap is +100. The enmity Minus cap, is -50. Effectively, you are able to get either double, or half your base enmity.
From Kaeko's Enmity testing:
"* + Enmity from gear and merits (add the 2 together) caps at +100. Note that if you hear anyone tell you I tested the cap to be +50, they are likely just seeing the -50 number (which I found first) and assuming it to be true the other way. This is a common piece of mis-information on various PLD forums. I have only run one +enmity cap test in addition to another person on BG doing the same and we reached the same conclusion - THE CAP IS 100."

Not only does Enmity gain cap at +100 (Sentinel does this, which is why you don't have to use any enmity gear while Sentinel is up), but also this would allow you to use other gear to boost cure potency instead.

D'oh! Color me purple, posting on 30 minutes of sleep is not a good idea. That might be neat enough, then. I'm not sure if it's even possible to boost Cure Enmity enough to make them efficient to use solely for Enmity, but a boost's a boost.
