Steps:
I was fighting the above monster for quite a long time, 1 hour +. I was able to build pearlescent light and azure lights, but no amber lights were building up at all.

Additional Information:
I tried to use the Rock Crusher, Shining Strike, Burning Blade, Gust Slash, Cyclone and Aeolian Edge with no success into building amber lights.

No macros were being used.

No error message was being triggered on my log.

Please let me know as I would like to obtain some of the empyrean feet pieces for my character.

Amoeban don't give amber lights, certain monsters wont give certain lights, pugils and rabbits in vunkerl won't give amber either

There are 5 mobs in abyssea-vunkerl that don't give amber light and stream amoeban is one if them. It is working as intended. Just choose a different mob to fight that does give amber light.
