I know these questions will sound dumb but:

Have you fully completed the previous quest?

Are you truly done with the SoA missions? Have you completed the RoE objective for doing so, recieved the ring and councilor's gear, and done other things which depend on SoA completion?

Yeah i've obtained the Chac-Chacs, and yeah i have beaten Siren so i'm done with SoA
