- Marjory won't give me Filled to Capacity quest -

I've been trying to start this quest.
I have 86 trusts, beaten all the Ark Angels NM. I have the job breaker key item as well.
I've talked to Jamal multiple times and he keeps on telling me to come back later for his report.
Marjory keeps on telling me not to talk to her.

Any Ideas on what I'm doing wrong?

You need 88 Trust, UC and Matsui do not count.

Did you grab two more and get it to work? It's very hard to get those last few as square insists on making them "rare" for no reason.
