Steps:
1.) Weapons and Armor from Sinister Reign (which come with Augments) are not deliverable to characters on the same account.
2.) Meanwhile, armor from Gaes Fete (like augmented Herculean Armor) ARE deliverable on the same account. See this link: https://forum.square-enix.com/ffxi/threads/14591-Undeliverable-Same-Account-Ex-Items
3.) Please provide a way to offload or store augmented Sinister Reign gear (whether slightly augmented or max augmented, is fine).

If this ends up being pushed to "working as intended" please add the items from Sinister Reign to the undeliverable items list, the main (to my knowledge only) way to get these items is augmented. So them being able to be sent when not augmented is meaningless.
